Dowling Associates Limited

  • Design and development of a Property Register and Workflow System.
    The product, LandFlow is designed as a Land and Property based Information System, which provides workflow monitoring and access to scanned images (Maps, CAD Drawings) and links to desktop mapping.

  • Design and implementation of the System Testing of the LandFlow System

  • The system has been extended to provide many new applications, and has been implemented at Sandwell Metropolitan Borough Council under the Internal name of "BLOX".

  • Project management of the Botswana Land Information System project. DAL won the contract to maintain and enhance BLIS in 1993. Managing an overseas project from the UK presents many difficulties, but the selection of suitable staff plays an important part in a successful operation.

  • The conversion of the PLANES system to Oracle was completed in 1995 and DAL continued to be involved until the end of 1996.

Product Business Unit Manager

  • Undertook design, development and implementation on the Botswana Land Information System (BLIS). This involved visits to Botswana to negotiate with the client, implement bespoke software and train local staff in its use.
  • Introduced the controlled system testing strategy for the BLIS system, ensuring that code was tested by someone other than the author of the code.

  • Participated in a study into the development and implementation of a corporate GIS based on XA compliant database technology for a major I.T. supplier.

  • Provided PLANES consultancy and training to various Local Authorities, including Lancaster City Council, Hastings Borough Council and Somerset County Council.

  • Established TCPIP network between PC and UNIX equipment and communications between SunOS Systems to support integrated GIS development environment.

MVM Logical - Leeds United Kingdom

PLANES Application Consultant

  • Developed interface between VMS based CLC SEARCHNET software and VME based PLANES and PLANAPS software to implement Local Land Charges system.

  • Responsible for installation and support of ICL Series 39 mainframe computer inclusive of system upgrades from VME SV231 to SV291, IDMS 405 to IDMS 510 and TPMS 400 to 510.

  • Provided technical support to ICL enabling demonstration of integration between Unix based GIS and mainframe based PLANES software.

  • Undertook upgrade of PLANES Property software from Release 2.03 to Release 2.67.

  • Produced end user and technical documentation for the CLC Local Land Charges system. Undertook training of users at customer sites.

July 1986 to September 1991 - ICL P.S.B.U. - Leeds United Kingdom

Systems/Operations Manager

  • Installed ICL Series 39 Level 30 and was responsible for the VME Operating system

  • Responsible for System Security & backups

  • Responsible for Machine Environment, air conditioning and consumables

  • Supervised the upgrade of the 3930 to a 3935 DXP

  • Transferred GIS demonstrations from Leeds 3935 DXP to mobile unit. The demonstrations involved were based on ICL PLANES, accessed via GIS systems running on SUN workstations. Subsequently provided technical support at a number of GIS exhibitions attended by ICL.

  • Developed programs to read Ordnance Survey digital map tapes and convert to PLANES Window File Format for input to the SUN workstation based MAP EDITOR. Also wrote programs to convert 1900 based spatial data (from ICL Australia) to PLANES format

  • Set up RSA and FTF links to different ICL Locations, and DTS/ADI links from VME to SUN Microsystems via OSLAN and X25.

  • Developed the TME Building Inspections Package cross referencing facility.

  • Carried out design work for VME Building Inspections, to be integrated with PLANAPS . Wrote the combined cross referencing routines and the "Extended Archiving" process.

  • Responsible for the installation and Operations of three ME29 Machines, one in Wakefield and two in Leeds, supporting the development of PLANAPS DILIS & SOSCIS.

  • Initially developed routines to interface with the LAMIS 1900 TP Monitor, COMX. program to read COMX card file onto disc, for non GEORGE 3 users.

  • Developed customised PLANAPS routines for Local Authorities (TP Programs running under "COMX").

Customer Support

  • On site support for South Yorkshire County Council for an extended period whilst the council were experiencing severe hardware problems which were overcome.

  • Pre sales document for 2900 Series sale to South Yorkshire County Council. This document contained projected support costs, a sizing report for VME and projected comms loadings, together with the estimated profitability of the proposed contract.

  • Responsible for all communications systems in Wales and the West Country; installing a number of Transaction Processing Systems on 1900 & 2900 Series mainframes

  • Secretary to the ICL Wales & West Local Government User Group. Responsible for organising monthly events, visits and guest speakers.
  • Hardware/Software "Problems" Project Manager. Responsible for the co-ordination of hardware and software support for customers experiencing difficulties in implementing new systems.

Vacation Work

Before Starting the Engineering Course at Brunel University, I worked for my Summer Holiday in a Paint Factory in Efferon, near Cologne. I spent three weeks working in the factory, and 3 weeks in the office. My office duties included some work on the accounts, some typing, and answering the telephone.

Outside interests

Music, Literature. Until retiring on the age Rule, I was very involved in the Round Table Movement, having been chairman of Llantwit Major Round Table in South Wales, chairman of Nidderdale Round Table, and chairman of Area 15, which covers the area from Harrogate to Thirsk, Whitby to Hull.
