Dowling Associates Limited was founded in 1979 by John Dowling C.Eng FIEE, initially to provide "Supportive and Intervention Management". Since that time, DAL has been involved with a number of public and private companies, in a variety of roles, from non executive directorships to Managing Director, Chairman and Chief Executive.

 In 1992, DAL extended the Consultancy, to form a Systems Division, managed by W.J.Dowling, to include Information Technology, Land Information Systems and GIS.

 W.J. Dowling, a non executive director of DAL since 1982, has had 20 years experience with ICL, and 8 years in independent computer software companies. In 1992, he became a full time executive of DAL, and in 1996 was appointed Managing Director of the Company.

DAL software developments, both in the United Kingdom and overseas, have centred on general land administration, planning and building regulation applications. We believed that there was a market requirement for a generic software product to control, track and manage the flow of land administration work through single or multiple organisations and reduce costs, improve throughput and increase land revenue raising capability. Our systems automate the production of legal and procedural documentation, provide selective statistical and management reporting and provide constant access to information.

The result of our continuing development effort is the LandFlow software suite. This product provides a common structure for the organisation and maintenance of land related information whilst providing rapid system building capabilities to support unique procedural activity. LandFlow has the capability of storing computer images and linking to desktop mapping to provide land information in all possible output formats.

 A second significant business activity of Dowling Associates Limited, is the implementation of land information systems in developing countries. DAL staff has been involved in Land Administration in Australia, Papua New Guinea and Botswana. The Republic of Botswana awarded DAL a contract for the support, maintenance, and future development of the country's national land information system in 1993. Since the award of the original contract, DAL has converted the whole system from the original ICL PLANES software to an ORACLE system, and broadened the user base to include local authorities throughout the country.
